Can someone tell me if this correct or incorrect

4 rows of 6 star led's in series. Each row of 6 is in parallel
Totals
24 x 3w = 72w
4 x .700ma = 2.8a
6 x 3.8v = 22.8v
Reason why I ask is if I take the numbers from the manufacturer amps and watts the voltage is off, same thing if you try the other numbers in the specs. If you use my numers I am way off also. So how do I know what what driver I need. I dont want to spend more then I have to. I also don't want to under buy what I need.
