Need some help on my sump overflow

So I set up my tank and the water in my overflow is low . does that mean my drain is to fast for my pump

Is it low because it needs more water or is the pump pumping it out to fast.Add more water to the main tank and see if it fills the sump. And stays at that level. If so you were just low on water. If it fills up but then pumps the water out just as fast the your over flow is plugged or to small.
 
Is the water level in tge box stable? If it stays the same just add more water to the box. If it keeps. Lowering and emptying its draining too quickly. If you can, slow down your draib line until the water level stabilizes

Do you mean in the weir box that is inside the tank, or the outer box?
If it's too low in the weir box, and bubbles are getting in and breaking siphon, this is not good.
A Utube should be almost entirely full, like this

Post a pic, some overflows are fine with low water as long as siphon is maintained, and the main tank and the sump remain stable.
If siphon is breaking, then there is a problem.
Also water level in an overflow can be adjusted by moving the inside plumbing height, unless it is glued in position.
