Need some help on sump and filtration, size, design, few basic questions. Octopus!

I'm setting up my first salt water aquarium. Picked up a new 75 g all glass, and stand. This tank will be used for an octopus once it's ready and meets the proper requirements. That being said for those who are not up on ocot keeping they are EXTREMELY smart and masters of escape, an octopus the size of a grapefruit can fit though a hole smaller than a dime! For this reason I feel the need to do a bulk head drilled back tank for all incoming and outgoing filtration plumbing.
I'm a bit confused about what type of filtration set up I should go with. I was thinking external canister like a 405 fluval filter, plumbed into bulk head fittings? I also see some people useing the sump as the fliter itself. This for me being a beginer seems like a bit more then I want to tackle or spend for a prebuilt set up. I would however like to have a sump to house the protein skimmer and add water volume, maybe a smaller 20g tank below in the stand, or a nicer rubbermaid.
My next question is when doing a drilled tank, I assume you don't need an over flow box? However how do you limit the amount of lost water if the power or return pump fail? Can this be done by setting the location of the bulk head fittings higher up on the tank, then once the water is below the fittings, it will stop water flow into the sump box? If that is correct I understand sump size and bulk head fitting locations would need to be tested. If I'm WAY off please help me understand what I should be doing.
My next question would be how do I figure out what size bulk heads and lines I need to run to proplery maintain required flow for the sump? I see a lot of talk about lift and gph of flow and such. Would hate to drill my tank and find out I did it wrong and don't have enough or to much flow on one end.
 
1) Welcome to MFK
2) Octopi only need a hole that is larger than the "bone" surounding their eyes to escape (about 3" for a 24" specimen). IMO most aquariums cannot be use for one without heavy modifications. I would be more concerned actually sealing the tank than filtration. (you guys get live and live rock so you have more options)

Using a bulkhead fitting to hook up to a canister is easy and a good start for a beginner. I would ask for this thread to be moved to the saltwater section for those more experienced in SW and octopi. Wish I know more, sorry man.
