Need some quick help for a friend!!

My buddy got an Odoe the same order I got my palmas polli from Rt4 less then 2 months ago, it had a giant bump on its side after we got it in his tank. I gave instruction for salt treatment and frequent large WCs, melafix and Pimafix.

Well he didn't follow my instructions and the fish still has it, here is what it looks like

It was red and bloody when I first saw it, but he did do salt treatment (supposedly) and that went away. Last I asked a couple weeks back he said it was dissapearing. So when I went over to visit and it still had it I was like wut :/. Figured I'd toss it up here to see if anyone can help with a more effective treatment or if he should go with just salt, Pima, mela, and good water.

Params (as he told me over the phone a few mins ago)
Nitrate 20 ppm (which I told him to keep it lower for a sick fish)
Nitrite 0
PH 7.0 (which I found odd, since my tap comes out at 7.5-8 and when I asked I guess he thought using 7.0 ph buffer was a good idea? :/ again)
Ammonia 0

KH is low and GH is high, tank mates are an endlicheri, 2 eartheaters, and a ropefish.

I don't know what that is. Maybe a better picture might help. Could be a localized infection like a boil type of thing, not really sure.
 
I'll try for a better pic but he never stops moving so its kind of tough, I'll have my buddy try to get better pics

I had a Bass have that from a wound, My guess would be a infection. My guys bump went away on its own but did leave a dent at that spot. Maybe salt, clean water and antibiotics will help. is the Fish active and feeding?
 
He's eating fine, hes been doing a salt and mela treatment as of yesterday so we will see how it goes. Im trying to get him to send me some good pics but he hasnt had a chance to yet

Zap, i think its just the angle thats making it look like that, it was pointed towards me and up to the right so its making it look unproportional haha

Short body Odoe would be insane though! It shouldnt be stunted, unless it was sitting in Rt4 for a long time

Its going down, ill take another pic next time im there but in case anyone else has this issue the treatment had been salt melafix and pimafix at a tbsp of salt per 5 ga and the reccomended mela and pima treatment levels. I ended up having to put some in an empty bottle for him
