I don't know what it is but what are the water change intervals? What quality is the water? These numbers may help those with experience to help you

Looks like a fungus to me. If I were you I'd pm aquanero, I'm sure he could give you some helpful insight and a solution to this problem. He helped me, so I'd recommend his help.

I would start a massive water change 50% bump temp up to 84 degrees Fahrenheit . Aquarium salt 1tablespoon per 5 g of water get a bottle of Pimafix follow directions on back. Hope this helps. I'm sure better info will come

+1 that's all you can do.... Then keep on top of the water changes ever few days and ads salt as you change the water

It's very hard to tell from just 1 pic, but...Flexibacter columnaris has 2 forms, the acute form, which presents as ducklips, the other slower death form presents as a fungus like growth, especially around the mouth.
If it is the slower fungus like form, raising the temp above 82'F enables the bacteria to divide faster and proliferate logarithmically, in other words, making the disease more deadly. If it is columnaris, lowering the temp helps to keep the bacterial growth at a manageable level so medication has time to work.
 
I recived your PM. I was out last night and just saw this. I need numbers to recomend the best meds for this but if you had a fight with the guy to you still want help? Right off the bat do a massive water change and add salt at 1 tablespoon per 5 gallons of water. I would also rinse all the filter media in a bucket of tank water. Get the water right then we'll treat if you still want to.
 
I can't get parameters if I asked it would probably end in another argument. I think Duanes is on point though and it's the second slower form of columnaris
