Neon Rainbow Spot I Really HELP!!!

A couple of days ago I noticed a blackish spot on a fin of one of my Neo Rainbows (photo). Last nite it had a white spot on it and she seemed to be gulping. Her mouth NEVER stops moving. believing this to be a parasite of some sort I treated the tank (after 50% weekly water change) with QuickCure.

This morning the white spot is gone but one of her gills seems slightly red and swollen. No other fish in this community tank are showing any symptoms.

Tank params:
55g, 4 month old tank (fishless cycled with "borrowed" filter media and gravel)
A=0, nI=0, nA=10, pH=7.2, chlorine and chloramine=0
All fish have been in the tank for about 3 months
11 fancy guppies (4 male, 7 female)
5 Neon Rainbows
9 Glo Fish
3 Oto
1 Clown Pleco
Live and plastic plants
2 twelve inch X 4 inch driftwood
1 fake hollow tree stump
Fluval 304 filter
2 twelve inch bubble wands
2 200 watt heaters (one at each end, rear of tank)
Water is kept at 79
I do 40-50% water changes weekly, including gravel vac (with a python)
Filter and filter media are rinsed every other week with decanted tank water

Give it a little time and observe the fish, the reddened, swollen gills could easily be caused by AP's quickcure which is a Malachite green-formalin mixture and very harsh on many fish, don't use it with scaleless fish such as mormydids, loaches, knives, and many cats.
If it is a reaction to the meds the redness and swelling should subside over a couple days.
 
Well, things are not improving. She has stopped eating and the two spots showing faintly in the photo (above) have now grown. She continues to "gasp". She just hangs out near the top of the tank. I am very concerned about her.

What now?
 
Frankly, this is not something that I have seen before, sorry. The only thing I can think of, barring a true diagnosis, is trying a broadspectrum antibiotic.
 
I have read about something that sounds similar, a sporozoan infection but no cure is listed that I can find.
