Neon tetra has tiny white bump on chin

One of my neon tetra has a tiny, perfectly round, white bump on its lower lip/chin. A couple of my others had white, non-raised spots on their bodies/fins that I successfully treated with Jungle Anti-fungal. After a few doses of that wasn't working for the one with the bump I moved him to a separate tank and started using Melafix... Which also isn't working. Now I'm not too torn up about losing one neon, but I'm not going to just kill him and I need that tank for another betta, perhaps. So, what could this be, what could I do, and is it contagious? I can get params if I need to though they are off because the extra tank he's in is cycling... maybe parameters of the tank he was originally in would be better?

EDIT: I also just noticed there's a big dip in his spine... Like ~ Also the bump is big compared to the neon at least, it's probably the size of the fish's eye.
