Neon tetras, plant substrate, shrimp SOCAL

looking for the following. any help towards vendors/lfs/ or sellers will be appreciated.

1) neon tetras. buy in bulk of 50 or so for less than a $1 a piece.

2) plant substrate to mix in w/ my natural gravel

3) freshwater shrimp to start my shrimp collection. Cheap RCS or cheaper grades of CRS or any other start shrimp (not ghost shrimp)

His name is tanner and he's located in lake forest. bought some cherry shrimp from him about two weeks ago, $10 for 20. real good quality
