New 20 gallon long setup, plants + stock?

I've had a big 135 gallon for a year, but now I want to try something different. Just picked up a 20 gallon long for cheap. I'm thinking about doing a planted tank, but worried about the price of lights. What's the cheapest type of light that will be bright enough for a planted tank?

Also, I definitely want to breed something. I'm thinking rams, but I'm open to other suggestions.
 
The plants you chose will dictate the light needed. I have anubis and Java moss in a fluval chi with the tiny stock led and they do fine. I have a zoomed 24" twin t5 on a 36g bowfront with tiger lotus, Java moss, onion plant anubis, and a couple types of swords and all are thriving without CO2.
