$30 a month isn't too bad. You would be buying your fish slowly anyway - don't want to overload on the bioload!
One of the great things about big fish (besides their personality) is that you can find all sorts of bugs to feed them right in your backyard... as long as there are no pesticides...
You could make it work though. I've invested a little over $200 in my 60g tank. After adding everything up, it would have cost me over $1500 if I had bought everything brand new!
So, yeah, you can definitely make it work if you put your mind to it:)
