New 75 Gallon

So, I got a 75 gallon (just the tank and stand) and I am in the process of cycling my 10 gallon so I can seed it properly when I finally get the beast fish-ready. I'm working with $20 a week so this will be a long, hard process. Currently, my stock is as follows;

-1 Fire Eel (5"-6")
-1 BGK (5"-6")
-5 Clown Loaches (1"-1.5")

I am still unsure about mid-top dwelling fish. I was thinking about doing some angels but I'm just not sure and open to advice. Something slow-growing would be preferred.
This tank WILL be upgraded as the fish grow!!

I am going to be doing a custom 3D background with polystyrene and cement, pool filter sand substrate maybe with a bit of pea gravel mixed in and I would really like to do plants but I am having trouble finding information on planting in sand.

As far as filtration goes, I am going to use either 3 Penguin Bio-Wheel 350s or 2 Emperor 400s. Honestly, I'll probably go with the Emperors and then add a canister alongside them with time. (Marineland Multi-Stage C-350) Would this provide adequate filtration?

sounds like a nice project.. and your filtration ideas will be ok, either way you go (I am not sure about fitting 3 pen 350's on the back of a 75, prob. have to do 1 on the side) as far as plants ,I Don't do live so I can't be any help there... GOOD LUCK:popcorn:.. ps... ANGELS should be ok with that stock , I think
 
They will fit with half inch in-between the sides and the filters I made sure, haha.

I just don't know if I want angels or not. I think after I get the loaches, bgk and eel in, I'll work with the eel and bgk and go from there. If I end up with a nice, friendly eel that comes out when I'm in the room, I won't add more but otherwise, I want some more fish.
