It is an epoxy. The frag was attached to a small piece of rubble and I wrapped the epoxy around the rubble and attached it to the larger rock in my aquarium. I like this more than plugs because I can contour it to look more like the shape of the rock. It will eventually cover with coralline algae and you will not be able to tell it is there.
I get from Dr Fosters online but most places carry it. They have some that is already pink to blend into the rock as well.

I personally wont pay extra for the color as the coralline with cover it over eventually anyways.

Superglue gel works just as good if not better.
Ice gel is the best it works underwater..
