What species of arowana?
size?
Any tank mates?
A 4 doot tank is to small for any of the arowana. It's basically a grow up.
As to the question of moving the fish straight over, I did it and it was fine. It's not ideal but it works. save some water from old tank too.

well what i do to move my fish to a new tank is i wait for wc time, take out water from the old tank and put in new tank, take out some substrate and decor and add it to the new, move the fish, wash the filter in the old tank and then set it up in the newtank, add the new water. if your fish are easily scared id suggest first taking out water in a bucket add fish and an airstone if its going to take you a long time. then just transfer everything.

if you need to put the tank in the same spot you will have to juggle a bit.. if you dont have extra place for water... new tank on floor add water that you keep, move decor filter, empty old tank and move it on the floor, fill back old tank with water decor, move your new tank in place and add the old water, decor and filter...add your fish and get rid of your old tank.

although i would probably keep the tank... since it is smaller, you could design a stand to hold your 4' on top and the 3' below as a mega sump

The old water does not contain beneficial bacteria, those bacteria are sessile, meaning they live on something.
Substrate, the glass, rocks, plants, filter media etc.
Saving old water does nothing beneficial.

A mega sump sounds awesome but sadly my new tank comes with a 2.5 feet sump
