New filter or new pads?

In the Water
I got a penguin 350 by Marineland. It seems to be working great but it releases a lot of tiny bubbles which makes my tank look very dirty. I unplugged it and my tank looked a lot cleaner. I was thinking that maybe that's how it's suppose to look like or that I need to change the pads? (The pads are kinda old) or is that just how it's like? if so I would just buy a new filter.
 
yeah raise the water level. it seems like the water coming out of the filter is dropping a good distance to make a lot of bubbles. you can also check if there are any bubbles in the intake tube.
 
I run a pair of 350B`s on my 55 and have had the same thing happen.
I need to have the water right up to the rim to keep the bubbles in check.
Another thing might be the bio wheels.
They might need to be cleaned off.
You can clean a wheel a week.
Clean them in some dechlorinated water with a soft brush.
