Holds water just fine. Comes with nothing but the tank. Come get it off my hands for $30. Search my username in the B&S for a pic. Come take it off my hands.
I have a complete Fluval 404 with an extra impellar, 4 sponges (2 barely used) and media (ceramic rings + bio rings). Also has a 5 month old rubber seal and impeller installed. It works just fine and rated for 100g. I was using it on my 35g 5 months ago before I tore it down. I went with a Rena XP3 on my new tank and like it better. I'm looking to get $80 for for the Fluval.

Of course you can mix it, just be weary of the raised eyebrows you'll get from curious onlookers haha. ADA Aquasoil is the best plant substrate out there.
