New P Bass with fin issue

I picked up 2 monos today from my local pond supply store. They had been there awhile and the store closes for the season pretty soon. They were held in a couple thousand gallon pond with a bunch of koi partitioned to their own space. The slightly smaller 12" fish is fine but the larger 14" has his left pectoral fin is shredded and has a light film that I could only describe as cloudy.

Looks like the fin has been nipped at. Should heal up with clean water over time

Has a slight milky hue around the damaged tissue, not the rays themselves. Also has a little spot of fuzzyness on his other pectoral which is in excellent condition otherwise. Any meds to prevent fungal/bacterial progression?
