New pea puffers dont move ???

I can say this is the first time I having this fish. I just bought a two pea puffers yesterday but today they totally doesnt move and just sit on the bottom of the tank. One of them were normal and moving around to search for food but right now this one doesnt move either. I have ada soil for the substrate and my PH is 6.4, Temp is 80.4. I have few anubias on wood and rocks and a large piece of driftwood in the tank. can anyone please give me some advise?
 
I've spawned this species before. I kept my colony in a fully planted tank. The pH was 7.5-7.8. Temp was mid to upper 70s. They readily fed on blackworm, bloodworm, brine shrimp, and gammarus shrimp. Fry fed on daphnia magna and cyclop-eeze.

They need a little time to settle, I also would advise heavily planting; this makes them feel much more comfortable.

I'm saying that my puffers were breeding in the conditions I kept them in. And, I never kept them in the water conditions you're keeping them in.
 
Can i ask how long has this tank you put your puffers in been setup?

The reason i ask is that puffers can be very sensitive to water conditions, and in a tank that is not fully cycled, ammonia alone can cause a lot of irritation to the fish...
