NC game and fish says ( depending where in NC your fishing) between 18 and 28 inches and none of those seem to be even 18 inches

+1 on illegality. Brick length is never longer than 11 5/8", and that's for utility brick. These bricks appear to be standard, 'jumbo', or economy, each measuring 8" across.
