Ok so the flexible metal strips at the bottom of the stems holding them in a bunch do you plant the plants with that or remove? Will those metal strips affect the water in any way?

They called plant weights ( lead) dont affect water. U can plant them whit or without that they help to weight plants down until u get good root system Unlees its floating plant

The weights are only attached to identify the plants as a bunch. The suppliers put them on as they cut and pack the bunches for stores. It is true that they will weight the plant, but they will also restrict growth. I suggest removing the weight and cutting the plant (if it is a bunch plant) where the weight was covering. Separate the bunch into groups of 2-3 stems and plant at least a thumbs-width apart to ensure light is not blocked.
