Not Really. If it is spending a lot of time around the top of the tank theres a chance the dissolved oxygen in the tank is too low (a very real possibility in a ten gallon w/ ANY size RTC) for the fish and he is staying in the more oxygen rich surface area so he can breathe better. Try to increase the surface agitation (how choppy the water is) to raise the oxygen. Oh and get a bigger tank...wait I think i already said that.
Baby RTC's also like having a place to hide. You can reduce stress and make the little guy feel a lot better with a small cave in the tank or a lot of plants. They usually give up on hiding by the time they hit a foot long or so.
The minimum size I'd ever recomend to grow out a baby RTC is 45 gallons.
If he/she can fit it in their mouth....they will eat it. Frozen krill...bloodworms...market shrimp...smelt are all favorites of my cats. (RTC. MRTC. TSN.)
