I just got a new 66 gallon tank and am getting ready to move my RBP. I have been preparing for a new tank by setting up every filter i could find on my smaller tanks to get some good bacteria.
My question is will i be ok just cleaning the filter media in the new tank water and throwing a couple convicts in there to test the water?
or should i clean them in a small bucket and have the filter run in the bucket for a couple of hours?

Thanks in advance for all your help.

try filtering a few gallon of water from the old tank..removing debris and all..then place it together with new water in the new tank..I guess that will help..but you have to clean the filter that you're gonna use for the new tank..

p.s.

ain't it illegal to take care of red bellied piranhas?

dont clean your filter in new water,
just transfer the old filters onto the new tank,
add most if not all your old tank water into the new tank.
when the water on your old tank gets low net your fish and transfer him.
this is the best way cuz its not to much of a shock to your fish, its like doing a water change cuz he staying in his own water with the same filters and your just adding more water in a bigger tank

the tank they are in has a built in sump. no chance of taking that long with me and the filters i have are running on other tanks but i have left them a little longer than usual to prepare for the new tank. I can take the old media from the built in sump but it isnt all that dirty. It is the small filters that are super dirty.

My other option is to just throw a couple of con's in there to start a cycle and take one of the small filters and throw it on the back

I am from canada. if they can live year round here then why would i heat the tank ;) We dont have laws on RBP here

oh didn't know it was a sump k well then good luck on the cycle with the con's remember you need minimum of like 2X or 3X turnover per hour to even consider keeping fish in that tank however i know most others on here will disagree and advise more but this also depends on your stock...

it has a penguin biowheel350 and maybe i will set up my "new" fluval 403 if things get dirty. should i just fill the fluval 403 with the old media and let the penguin catch up ?

if you can take some bio media from your sump and put it in the "new"403 then that will help with the cycle. I do this with all my quarantine tanks. I pull media out of my sump or canisters to help cycle the tank. and if the biowheel350 is on a tank then it should already have some bb in the filter. This way you shouldn't have to cycle with fish. and if you do why not use feeders. cause then your RBP should eat them afterward.

it could take a while for your penguine to "catch up". If you can give it a head start by using it in another tank then great.

if no then filling your 403 with "old media" is the next best thing.

do a water change from the old tank to the new one. fill the new tank with some old water and new water and refill the old tank as regular. run the new tank for a day or so with the old media as well. Then you should be good to do the swap described above
