I came up on a deal yesterday I found a 75 gallon tank for 50 bucks I bought it but since bringing it home it has a chemical smell like 409 or Lysol in it...What's the best way to neutralize them...I'm considering coating the aquarium with soda bicarb then a full bath with malt vinegar...then flushing the tank several times...will this fix the problems or is there something else?

you might try cleaning .. then let sit for a day .. then clean again... the drying in between may help with decontamination..
