Just setting up a 6' new tank, it's been up a day, no fish are inside swimming.....new filter ---pumping , I also took my mag 250 off an established tank and let it run. This has probably been discussed many times before, in order to start the cycle on a tank what does the ammonia level have to rise too?
Current tank stats, american pharm test kit.......
Amm 4.0 ppm
PH 7.5
NI -0.0 ppm
NO3= 0.0 ppm

It sounds to me like you are trying to clone the tank. Using the filter from an established tank to start your new tank. But you need some fish in there to keep the good bateria alive by providing a source of ammonia. Otherwise the bacteria from the filter you are using will die of starvation. some waste product decaying food, fish wastes are needed to give the bacteria something to feed on. I usually use bio spira in adddition to fiter media from one of my healthy established tanks when i bring up a new tank, and depending on the stock i add a cpl of the fish that i am going to keep at the same time. I havent had any problems with this method to date. Hope this helps if not just ignore.
 
i ran my new filter on my old established tank in tandem with the established filter for about a week and a half+ , i put it on my new tank and the water parameters were correct very quickly. i put the fish in a day after filling and filtering the tank and i experienced no amonia or nitrite spike and all the fish are doing fine
