im setting up a 36"-10"-17" coldwater tank and wanted to stock it with 1 black moor goldfish, white clouds and hillstream loaches. i was wondering if these fish are compatible and how many loaches and white clouds i should get

Hillstreams need a LOT of current, which fancy goldfish don't like. Also, that tank's volume is just about right for one fancy; you don't want to add much more bioload.

My suggestion is to choose one of these options:

A) Just the goldfish and maybe a small school (10 or fewer) of white clouds, with gentle current.

B) A stream tank for the loaches with high current. You can keep dace and darters in that setup as well.

im going to get the fancy and whiteclouds, hillstreams are cool but i dont want to dedicate a whole setup to them. thanks for the help

Sounds good! If your goldie gets big enough he may eat a white cloud now and again, but they're probably too fast for him to catch many.
