It's on his clasper..kind of purple..? Acting fine

First thing that comes to mind is that substrate. Is it sharp and aggravating the ray? Other than that I've only seen that color on juvies

You mean his pelvic fin? That substrate does look sharp! I would remove it and add stingray approved sand or.go bare bottom

The gravel made for rays. Smooth and very light. They bury themselves withe ease
