New water = Cobweb?

Yes I know the title is a bit dumb but basically what happens is that every time I add new water the whole tank seems to start "coagulating" and forming this thread cobweb like junk that then sticks to everything in the tank. (see photos)

It seems harmless and my cardinals even eat at it and within half a day it sort of disolves/breaks down and then it's gone.

Just wondering if there is anybody out there that knows exactly what is going on when this happens and how I can prevent it.

I'm not sure what it is either but, if you don't recieve a legitimate answer in the next day or so, I'd send a PM to a moderator. Ask them to check out your photo's on this thread and see if they can identify the cobweb like matter in your tank. Ask them to give you advise as to what to do about it.
 
I'm guessing that it's either some sort of algae or some form of bacteria. I get something similar if i go a long time without a water change in my planted tank. Generally i find though that if i put a plate in my tank and empty the water slowly over the plate it doesn't stir up the stuff. Not sure what it is but i'm sure that someone will know.
 
Holy crap bro i have never seen anything like that. I have 6 pieces of driftwood in my tank and after each water changes with prime I've never gotten that before. Is the cobweb like thing slimy? It's not driftwood, I'm almost positive of that. The snail thing sounds reasonable since snail do produce slime, but that is alot alot alot of slime.

This happens in a matter of seconds when adding new water.. suddenly these string like things starts to appear everywhere in hte water and suddenly everything is covered... few hours later its all gone!

Driftwood:
Not Mopani.. some New Zealand species.. have been in there for a year now and have never been a problem before.

Dechlor:
When I fill water I run it straight from the tap at correct temp. through a long tube with activated carbon (to take out chlorine) and then add de-chlorinator/water conditioner after. Cobweb coagulation thingy happens before I put water conditioner.

Like the moderators don't have enough to do already, then to answer a bunch of unwarranted PMs. Can you imagine if evryone were to do this?
