ok well i ordered 4 little red bellies and have never kept piranha before can any one help what should the water be set at (temp,ph and decaration)

You will want to keep the temp a little lower (75 ish). This will slow their metabolism and aggression some. In that size tank, don't be surprised if you only have one fish.
Be sure to provide lots of cover (plants are good). This will break up the space some and hopefully the fish won't fight too much.

78-82f should be with a large aquarium with plenty of room for them to swim.
Keep in mind that piranha in the wild are high temp in the amazon, so keep in low 80f are good.
