newbie here wanting to start a small planted tank

hello,
ive housed all my big ca/sa cichlids and there good how, i have a spare tank which is a 2ft 60litre tank.
i wanted to put 2 rams, 5or so rummynose tetras, L260 pleco and acouple of otos.
i wanted to know how much lighting i need and is the c02 systems for a small tank like this?

what substrate?, its a internal filter is that matters.
also i want to make a glosso carpit if possible? or another carpit plant

also what type of co2system and what fertilisers if any also
iam in the UK so ideas may not be on sale here
