Plants will reduce nitrates, maybe that product uses the same chemical procedure(I cant think of a better word)

You just need to change the water. Most of the nitrate filters are really designed for salt water although several types work in fresh water too. Its not really cost effective with fresh water, but the salt water guys like it because salt is so expensive. You would be much better off it you set up a drip system for your tank and it usually cost much less than a nitrate filter. There are other benefits with a drip system for both plants and fish.

W/C on freshwater is still the easiest and most cost effective, IMO
