If very heavly planted. it would be possible to run the small body of water without a purchased or diy built filter.
I would check the plants could survive the autumn/winter in your location... if plants die back in the colder periods this could cause a build up in fish waste (ammonias, nitrites, nitrates etc).
This is possible, because the plants 'feed' on the ammonia, ni, na.
Also, google round for plants. there are a few websites that detail plants that are good at ammonia removal, some for ni and finally for na.
Some plants are good 'arounders'
i used the following; in my fishroom.
eldona crispa/densa
water lettuce
water chestnut (natan)
water hyacyinh (sorry spelling)

There are also good at taking out heavy metals

That could work w/water changes weekly... or more often depending on water volume and size of the turtle.
