Non toxic Paint for rockwork in a Marine tank

Hi. Hoping someone can help.

What is the best Non toxic Paint for painting concrete rockwork in a Marine tank. I am working on a project in Asia. Currently Nippon Weatherbond Acrylic paint has been proposed, but I am concerned this will fade and even flake off in time.

We will be installing hand Carved rock work in the tanks, fabricated in concrete plaster. This will then be hand painted.

Not sure if Water based Polyurethane (PU) paint would be appropriate. Any advice, insights or general help would be much appreciated.
 
Well cured enamel or epoxy paint
 
There are different type of non toxic paint available.... I think choosing the best one matter the most!

I read on one encyclopedia site about non toxic paint . Very informational one, by that only I came to know about appropriate usage of non toxic paint!
