Honestly ? Could be much worse. Tank is clean, fish is healthy. I've seen much worse, even with huge tanks.

It could be a grow out IF the fish live long enough and at least they are not putting a bunch of fish together that will immediately kill one another.The guy seems to really be impressed with the rays,hopefully he takes the time to learn how to properly care for them...Lastly,what was that guy in the background prattling on about?

Arowana and Stingray are both really easy to trade in or get rid of. It could be Arapaima, Pacu, RTC which aren't easy to even trade in anywhere.
