anybody know anywhere that i can get some handfish?
preferably the spotted

I highly doubt you will ever find one, they are just way to hard to find and way to hard to care for, similar to mandarins and other very picky eaters. There are some other options out there you can consider like a frogfish/angler or the walking batfish, they look similar to the handfish.
 
you happen to know if waspfisha re hard to find/ care for?
 
Go with the alternatives such as frogfish, the spotted handfish is critically endangered and a CITES I listing, other handfish are also endangered species.

i have not much experience with waspfish, but they should be similar too groupers/lions. the first few weeks, they will refuse food, but after that, they should be readily to accept foods, they are also ambushers, they will sit and wait for their lunch to pass by. also, on a good note, they stay small and can be kept in smaller tanks.
