Not sure what happened or is happening to my ember tetra

I noticed this a few days ago on one of my ember tetras. It's behavior is odd (is alone from the school of my other embers), the mouth is deformed, coloration is dull, and eyes slightly bulging out. What could it be?

Iv included an image of the abnormal ember and a picture of my other healthy embers.

I also have no aggressive fish to my knowledge (though there is one male cherry barb, but iv never seen him get too aggressive. Additionally, my 2 African dwarf frogs typically don't go for any of my fish)

Hard to tell in the picture but is the spine straight? Also I see the neon in the one picture that looks like it has a curved spine. Google neon tetra disease. Hope it isn’t the case but it is a possibility.

I took a look at the three neon tetras I have housed in there and they look perfectly healthy. Straight spines, no white spots, vibrant colors, healthy sizes, they swim together.

I also read that tetras usually die after a few days of the symptoms being visible, but it's been maybe 4-5 days since I noticed the abnormal ember.

The eyes are in fact bulging. I'm starting to think that this fish may be wasting away. Is it likely that it has fish tuberculosis?
 
Dropsy. Kidneys have failed for some reason (likely infection) and the fish has fluid built up as a result.
