Read this link for some insight about measuring water flow.
Rather than just guessing, what you need to know is the volume of water that will flow to the sump when the pump is shut down. From there, make sure the sump has enough freeboard to handle that volume.
If you use a highly efficient bio-media such as scrubbies, you can dedicate as little as 10% of the tank volume to bio-media space for a wet/dry application. Otherwise, you should go with 30%.
