I have a 90 gallon with 12 juvenile brichardis, pair of juvie kenyis, and a peacock/zebra mix along with another peacock of one variation or another. My question is this.

Why do the fish tend to stick near the bottom of the tank? It's almost impossible to feed them any floating pellets because they won't go up for them. Any suggestions? The fish are completely healthy and swimming around and bright colored and eating and breeding etc... It's almost as if there is an invisible ceiling in my tank.
 
My guess is that because they are all mostly small, they are naturally inclined to stay near the bottom as a form of protection?
