I know a guy that wants to sell me his 2 inch for 25$. At what age would one know if they are stable or not

NTTs are usually good about their stability. ITs are the ones that are tricky about their stability. Had a group that were stable for about a year. Then I threw in some Salvini and removed them, but most of them never really regained their stability all the way.
Like I said, datnoids are like women, they change moods as they see fit. We still love them though.
I got a 7-7.5" NTT that I've had close to 1.5 years and its still unstable. I got two NTTs at the same time and the other guy became stable after 1 day. Although that is the case the 7.5" NTT is much bigger than the other one which is 6" because he is a much aggressive at feeding time.
