What is the size of this thin bar? if it is less than 5 inches then its perfectly normal. Usally at that size they are alot more timid than if they were larger. If he has enough hiding places then he might come out during the day and explore a little bit more when he gets more comfortable.
 
i had 3 NTT... they were in the tank for about 3 months with a bunch of baby indos. as soon as i put in a piece of drift wood.... the only times i would see the NTT is when they wanted to eat and when it was dark. sold them because i got sick of them pooping so much and i never got to enjoy seeing them
 
Try leaving the lights on more often. This helps to encourage them to be more active and comfortable with light. My thin bars are always out and about looking at me. Its funny to see all 20 of them huddled against the glass waiting to eat.
If you have only a few fish in the tank I notice that they are more timid and always hiding. The more fish swimming around the more they want to venture and see whats going around.
