nuchal hump

my wc mono is definitely developing a hump on top of his head. im assuming its a male and does this mean he's mature enough to breed? mono is about 12" and im noticing when other bass swim near him he flares up gills and fins. no aggression but his behavior has changed. he's the smallest bass in the tank
