NW Panhandle flooding - Contaminated water?

We got more rain in a span on 24 hrs than we did through hurricane Ivan. Flooding has washed roads out everywhere. Everything around the house is fine however.

I needed to do a W/C today so went ahead with it. Water tests fine as per usual however the plecos are repeatedly hitting the surface to get a new air bubble; the black neon tetras are huddled in a small school near the surface; the rh taps look pale and stressed; only the blue acaras and heckelii look as if they are fine. Doing another water change doesn't seem wise at this time.

Dose with Prime again? Really concerned that something got in to the sewage lines, just enough to screw with the fish.
 
Double dose the Prime. You can also go get a pouch of carbon from the pet store and put it in your filter for 24 hours to draw out any kind of chemicals that may be irritating them.

Rain in my area tends to stir up sediment in the water and discolor our water. It takes several days for it to go back to normal. During this time the fish do act jumpy/irritated if I do water changes. The solution I've found to that is setting up a three stage filtration unit under my sink and I run all water through that (two sediment filters and a carbon block) before going to the tank.
 
I had doubled does prime and found some unused carbon and put it in the AC100. Took the koralia 1500 and pushed it to the top so it'd get some serious aeration to dissipate any possible gases that might have occurred. Seems like for the most part this has shown some relief for them. The tank is busy again, and the plecos are back in their normal domiciles.

Thanks for confirming I took the right measures though. Wasn't sure what else I could do.
