Just picked up this 1.5" female Con. Is it normal for such a small female to have long trailers like this? I know the males develop trailers like this, but it seems odd for such a small female.

Convicts are relatively small cichlids and mature at much smaller sizes than other fish. So its actually normal for a female to have trailors at her size
What??? I'm sorry but your statement is unclear.... Are you saying that since she has long trailors that she must have eggs??
