If it's tropical maybe. Otherwise I'd pass on climbing perches
what kind of combtails? bettas? guppies? A tough guppy strain might make it through a canadian winter in a covered (and maybe heated) pond, I doubt ctenapoma or climbing perch would. What's wrong with goldfish. Look up Jikins or Nankins, they're gorgeous, unavailable here NY, but a hear you can get at least jikins easily in Toronto.
Even if the climate would allow it I'd imagine that they'd be a little hard to observe and enjoy in an outdoor pond.
