Oily film on surface of aquarium?

i have an axolotl tank where I feed them worms and frozen shrimp and I notice and oily shiny substance on the surface, how can I get rid of this, I’ve tried water changes and using a net
 
Turn off any air or filter so the water stops moving for a bit. Then take like a mixing bowl and slowly push it down into the water with the lip at a slight angle to the surface of the water. As the water starts to run over the rim into the bowl you will see the film getting pulled into the bowl. Pull the bowl out before it gets full and pour out the water and film. Repeat as many times as needed to skim the film off the top of your tank.

Yes that oily scum is the proteins from food, and waste.
Some people use paper towels, skimming water from the surface with the scum and replacing water is a good idea.
On ponds I use a DIY protein skimmer (fractionator), the foam in the video below, is the proteins and other organic carbon being removed.

Ok thanks guys, do you think a powerhead with a funnel attaches would work ok too, so it pumps water through the funnel which is facing the surface and it pumps water out for water changes
