I'm going to assume you mean blacktip reef sharks, not oceanic black tips, and the answer is no. Blacktip reef sharks are obligate ram ventilators, they need to keep swimming perpetually in order to breathe. ORV sharks require circular pools 5-6 times their length, so that they don't get stuck in corners, and so that their turning motions are fluid and don't require too much energy. Do not buy a blacktip reef shark lightly. Enclosure needs to be a circular pool, at least 25 feet in diameter, and a minimum of 5 feet deep.
