I have some old Eco-complete substrate that's been sitting dry for a long while now. It's probably been over a year. Is the nutrients in the substrate still good or is it done?

The nutrients that are in Eco complete are over rated. We use eco completer not for the nutrients but because the consistency of the substrate is most beneficial for rooting plants and its ability to absorb and contain new nutrients.
Just rinse it out and use it. You should be fine. As the tank establishes itself it will establish nutrients ,add some ferts and some root tabs and you will be fine.

Eco has no nutrients, but it is good for rooting plants and it holds nutrients well once introduced into the system.
