Have you seen the fish?? If you live in the States, it is illegal to own an Asian Arowana. I'm Strictly NOT Promoting this idea.. but I'd ask to see the fish and prob ask for it at a real cheap price.. cos the owner does want it off his/her hand right??? prob half of what he/she asks for.. well you gotta face the risk of owning an illegal fish..
