a lot of grouper species have that, where their eyes are naturally bulgy.

You're right. The bulging eyes is normal. It's the cloudy haze in them that shows the fish is not healthy.

I hate how some owners think its ok to have 1 big fish in a small tank...I don't think he sees how small that aquarium really is for that fish, it seems he feeds it well but that doesn't make up for his mistreatment. A fish like that needs a tank at least 10x that...
