opening a pet store

My wife a business partner a I are looking into buying a small pet store the is for sale in our local area. The pet store that we are buying is being geared towards and exotic pets store, however he has only been around for about a year now and does not have a whole lot he has some fresh water and some saltwater he has a set up for each making like 15 freshwater tanks and 6 saltwater. he also has a few bird cages and mice and a few snakes but no supplies. we are wanting to but out what he has relocate and upgrade to more selection better looking place with plenty of supplies since live stock sale is only going to account for a small portion of what a pet store makes. what im asking is do you guys think its worth buying or starting from scratch he want 30k with all licensing and equipment. or should we just start from scratch. were also looking for suppliers and stocking ideas.
 
yes i was looking at some displays online and found alot of really nice complete set ups and could outfit one heck of a store for 30k and what im needing to looking into is cost of the licensing and what not. any ideas of that licensing and what legal matter i will need im trying to get a buy it vs starting over.

There is a lot of B.S in this industry as I'm sure with others. I'm going on 20 years with mine & 27 total working the industry & over 32 years in hobby. I was also a Animal Control officer, worked with bears , u name it I have been there & done that.
