Opinions on plumbing a 400 gallon tank?

I have 3 holes drilled in the tank two 2 inch and one 1 inch should I have all three as overflows or just one 2 inch and one 1 inch and leave the last one as a return?

All depends on what turnover you want.

How many Gallons Per Hour are you looking to achieve?

Use the 1" for a drain.

Maybe about 2000 g per hour and maybe I'll go with both the two 2 inch to drain and the one 1 inch to return

Using both 2" holes as drains and the 1" as a return is a good plan.

^^ I agree. Run a Herbie style for both the 2" and use the 1" for the return. You may want to add another rerun somewhere for better circulation in the tank though. I run a pair of 1" returna on my 8 footer and it woks well have 2 returns. You can always just plumb the extra return over the wall.
