Oranda chewing other Oranda?

Hi everyone. I have an oranda that is constantly "munching" on another oranda. Does anyone know why it might be doing this? I've had this fish for almost 4 months and he's always "chewed" on this other one. He doesn't seem to cause any damage, but it's always the same fish and it's usually on the bum area, or a pectoral fin. I think it is actually pretty funny. He does it for hours at a time, but I think the larger oranda is starting to get pretty annoyed lol.

Any ideas?

It could possibly be breeding behavior, though the smaller Oranda is far from being able to breed. I know they will bump each other, "bite" sides/fins, push and even seem like they are bullying the fish but its usually breeding behavior. My calico ryukin does it all the time to my lionhead.
